I was wondering if i could spend to regenerate my Masticore so it doesn't die when i sacrifice it.

No, you can't prevent a creature from dieing from being sacrificed by regenerating it.

Regeneration only prevents a creature from being destroyed (either from destroy effects or lethal damage), not from dieing, and sacrificing doesn't destroy a creature.

How is Masticore good enough to be in a FtV?

To your follow-up question: On average, creatures used to be a lot worse than they are currently. At the time Masticore was printed it was very strong for a creature and showed up in dominant Standard decks for pretty much the entire time it was legal (for example: 1999 World Championship, 2000 World Championship). There were several ways to make large amounts of mana quickly in Standard, so its damage-dealing ability could kill pretty much any other creature good enough to be put into a deck, and the regeneration ability made it very hard to remove from the board.
