protection from white vs. extortion

my friend used Circle of Protection: White when i payed the Basilica Guards ' extort cost. is that legal?

Well, strictly speaking, it's legal to activate the ability of CoP:White to stop the next damage from the Guards. Extort, however, causes loss of life, not damage, so that loss of life wouldn't be prevented anyway. Your opponent would still lose life from the Extort trigger, even if CoP: White were used.
