Are you able to proliferate suspend counters?

And are you able to proliferate the commander counters that make them cost more

Negative. Proliferate is a keyword action that can only target permanents and players. Something is only a permanent if it is on the battlefield. Suspended spells are in the exile zone, commanders when not on the battlefield are in the command zone. Even when the commander is on the battlefield, commander tax is not tracked by counters. The rules are not that you add a counter to it every time you cast it from the command zone and pay more for each counter on it, it's simply part of the game state that you pay more for each time you've cast it from the command zone that players often keep track of with counters or dice.
