When a creature with modular dies you are able to transfer its +1+1 counters to another creature. Does this apply to the +1+1 counters that are on it that it received from another creature with modular when it died? Are you able to transfer all +1+1 counters it currently has or only the ones it entered the field with?

you can transfer all of them, such as Arcbound BruiserMTG Card: Arcbound Bruiser being hit by Increasing SavageryMTG Card: Increasing Savagery will transfer 8 counters.

Modular says "When [this creature] is put into a graveyard, you may put its +1/+1 counters on target artifact creature." It doesn't care how many counters there are or how they got there, you are allowed to move them all (note that they must all be moved as one chunk or not at all; you can't divide them up amongst multiple artifact creatures).

Yes, It only comes into play with the 3 +1/+1 counters. They are no different than any other +1/+1 counters. Cards with Proliferate also work to increase the counters.
