Miracle and Discard

This is more for clarification on miracle really.
If i know my opponent is going to draw a miracle (noxious revival or something to put it on deck) can I, at their draw step, force them to discard the miracle and prevent them from casting it?
My current understanding of miracle is that you draw the card, and before putting it with the rest of the cards in your hand you may cast it for its miracle cost, lets say for the sake of argument that Appetite for Brains was an instant speed. At their drawstep could I then cast it and force them to discard the miracle, or is a miracle that is revealed (pre-casting) considered in a zone other than deck/hand?
I suppose a realistic example would be random discard, I know that if you cast desperate ravings and the first card is a miracle you reveal it, leave it revealed, and roll a die to determine whats discarded. This leads me to believe its in the hand. If thats the case then I could theoretically tragic slip my black cat to force a random discard once the spell is revealed right? Would miracle be an instant speed spell that they could just cast in response?

When the card is revealed via the miracle ability, miracle triggers. The next time players would get priority the ability will go on the stack, and when it resolves the player can cast the spell for its miracle cost.
If you respond to the triggered ability, you can make him discard the miracle card before he gets the chance to cast it.

702.92a Miracle is a static ability linked to a triggered ability (see rule 603.10). Miracle [cost] means You may reveal this card from your hand as you draw it if its the first card youve drawn this turn. When you reveal this card this way, you may cast it by paying [cost] rather than its mana cost.

While the miracle ability is on the stack the card is technically in hand, so if u have instant speed discard u can discard the miracle and cause it not to happen.

So it is possible. but another question is could they, in response to my discard spell, cast the miracle or does the trigger for miracle have to actually resolve before they can cast it

When a card is on the stack, it is NOT in a player's hand. However, Miracle is a triggered ability of a card in hand, so the trigger goes on the stack while the card is still in hand.
If they haven't been given the ability to cast it yet by the resolution of the trigger, then they can't cast it, yea? If it didn't have that pesky "First card this turn" clause, you could, however, respond by putting the card back on top and drawing again, just for kicks.
Miracle has all sorts of funky rules hoops to jump through, doesn't it? I feel sorry for the Rules Manager...

I believe that when the miracle card is revealed, the player who drew it can pay its costs and it will go on the stack before you get a chance to make them discard. The only thing to do then would be to counter the spell.
