Manifest vs morph with Kheru Spellsnatcher and Qarsi Deceiver

Is manifest specific to cards from your library? I want to use Qarsi Deceiver in a morph deck with Kheru Spellsnatcher but I'm not sure if that jives the way I would like it to. I would want to be able to use Kheru Spellsnatcher's normal cost rather than the morph cost.

The only time you can turn a permanent face up for its mana cost is if that permanent has been manifested. Manifest has a provision that allows you to turn a manifested card face up for its mana cost if it's a creature; this provision doesn't apply to anything else. You can't pay a morphed card's mana cost to turn it face up. However, you can pay a manifested card's morph cost to turn it face up.
