Rofellos, Llanowar Emissary is banned as a commander but playable in a deck? Double checking before I drop some cash

It depends on what type of Commander format you're asking about. In the official Commander format, there is no separate "banned as commander" list (there used to be, but that was changed several years ago), and Rofellos, Llanowar Emissary is just banned. However, in the unofficial "Duel Commander" format, Rofellos is only on the "banned as commander" list but is otherwise allowed (link).
