Is my permanent being targeted by Ion Storm when removing the +1/+1 counter?

When I use Ion Storm and remove the +1/+1 counter off one of my permanents, is Ion Storm actually targeting my permanent? It doesn't say "select target permanent and remove the +1/+1 counter" but I don't know.

Spells and abilities only target when they explicitly use the word "target" (or it's implied by a keyword ability, for example). Just the other day, I explained this with a good number of examples.

So, Ion Storm only targets a creature or a player as far as the damage dealing is concerned - it does not target the permanent you remove the counter from (unless it's the same permanent).
