If I have a Bloodhall Ooze out can he only get 2 counters a turn or more?

I thought that he would get counters equal to the number of green or black permanents

No, its one per triggered ability, not one per black or green permanent.

he can get more counters if you can have more than one upkeep per turn as well as meet the requirements for the counters. other than that it's two maximum per turn from Bloodhall Ooze 's ability.
