Scheme cards are meant to go in a special "Scheme deck" used in the Archenemy game variant. They're much larger than a normal Magic card, so they wouldn't fit in your normal Magic deck anyway.

Basically, Archenemy is a format where a team of multiple "Hero" players face off against a single "Archenemy" player who starts the game with a higher life total and a Scheme deck that gives him additional powerful effects. At the beginning of the Archenemy's turn, he turns up the top card of the Scheme deck and gets the effect. Ongoing Schemes stay in the command zone until they're abandoned (the text of the scheme describes when this happens), and regular Schemes go to the bottom of the deck after taking effect.
