How does Transcendent Envoy interact with bestow?

Since Bestow reads if you cast it with its bestow cost, it's an Aura spell with enchant creature... my assumption is that envoy reduces the bestow cost. However, I wanted to run it by the collective on this site first.

Casting a spell follows a series of steps, detailed in the comprehensive rules section 601.2. You choose that you're bestowing rather than casting it as a creature in step b. You choose targets in step c. You determine the cost of the spell in step e. Since it's already been chosen to be an aura, it's cost will be reduced in this step.
