How does Grim Captain's Call work?

Effect: Return a Pirate card from your graveyard to your hand, then do the same for Vampire, Dinosaur, and Merfolk

Can I cast this card if I don't have a Pirate in my graveyard? If I don't have a Vampire?

Does this card target?

What happens if an opponent, in response to this card, exiles one of the creature types? Does the spell fizzle?

As you correctly noticed, Grim Captain's Call does not target. That means that you will neither have to announce which cards you're going to return, or whether you'll return any at all - all those decisions are made on resolution.

That said, depending on the game state, it may be fairly obvious which cards you want to return, for example because there's one of each in your graveyard. If your opponent is so inclined, they can use abilities or spells to exile those cards, and while your spell will resolve, it won't do a whole lot.
