how does Arc Blade work?

ok The card Arc Blade says Cast. Remove with 3 time counters. So does that mean every 3 turns you can cast this card??

Basically, yes, that's exactly what it means. You cast it, then it suspends itself for three turns and comes back, and does it all over again.

Note that this is something that happens automatically as part of the resolution; you don't have to pay the Suspend cost to do it. Suspend is there so you have the option to Suspend-cast it if you want - probably better, since this is far cheaper - and more importantly so that it can do what it wants to do.

(If it didn't have Suspend, exiling it with three time counters would do exactly nothing other than exiling the card.)

Things that interact with time counters (Rift Elemental , for instance) can affect this time, but an unmolested Arc Blade will come back in and deal 2 damage every three turns.
