I believe so, as long as the original card is an instant, because a sorcery can't be cast on your opponent's turn. I'm not entirely sure on that, but seeing Firebolt is a sorcery, I don't think you can pay the flashback cost and play it on your opponent's turn.

BrightGreenLine and ranban are both correct. In general, instants with flashback may be played during the opponents' turns, but Firebolt is a sorcery and due to flashback's wording, it requires all the same rules for playing it from the graveyard as playing it from your hand, i.e, only during your main phases.

Since Flashback is the same as casting a spell, it follows the same restrictions as casting the spell normally. So no, you can't flashback a Firebolt at any time you are unable to cast a sorcery.
