Flash a creature during declare blocker step

and have it block an attackeris that possible?
and is it possible to flash a creature during declare attackers step and have it attack?
and is it possible to flash an attacking creature after my opponent decides not to block my other creatures

Declaring blockers (or attackers) is a turn-based action done at the start of the step. You'd have to flash in the creature in the step previous in order to do either. Once a player has declared attackers/blockers, that's it. You don't get to go back and declare more.

So what's the point of a creature with Flash if you can't have it suddenly pop up blocking when your opponent attacks?

You can flash it in, you just need to do it after he declare attackers, but before you declare your blockers.

You have to cast the creature in the preceding step (at the end of the declare attackers step), as I explained.

And remember that when you put the flashed creature on the stack, your opponent has a chance to respond before it resolves (and after it resolves, but before the next step, if I recall correctly).

Blockers are declared all at once as a turn-based action during the declare blockers step. This turn-based action happens when the step begins, and players don't have priority for it. Once the declaration is made, it can't be changed. You can't add or remove attackers or blockers unless an effect specifically puts something onto the battlefield attacking or blocking, or unless an effect specifically removes something from combat. Same with attackers in the declare attackers step.
Because the declaration of attackers/blockers is a turn-based action, it happens immediately when the step begins. You can't flash a creature in during the declare blockers step and block with it because blocking declarations have to be made before you receive priority. Same for attackers in the declare attackers step. You need to flash the creature in during the preceding step.
