Does transforming trigger Evolve?

Delver transforms while a 1/2 Cloudfin Raptor is in play. Does the raptor evolve?

No. When a permanent transforms, it is still the same permanent. Nothing has left or entered the battlefield.

Can't really add anything to that sadly. It's sad that transform doesn't trigger ETB effects.
