Does a Commander deck have to be 100 cards or can it have more?

I want to try and make a Battle of Wits Commander

It has to be 100 cards and one of them has to be your Commander. So once the game starts, you have a deck of 99 one-of cards, and a commander on the side. Then you draw seven.
http://mtgcommander.net/rules.php Color identity means that if the creature is black, green, red, and colorless (you can tell by the manacost) then the cards in your deck must specifically be that color.

A commander deck has to be 99 cards + the commander, for a total of 100. It cannot be any more or any less.
903.5a Each deck must contain exactly 100 cards, including its commander.
