do you cycle a card from your hand or the battlefield?

From your hand - as any card (to my knowledge) with Cycling on it will tell you, you have to discard the card itself to draw another. You can only discard from your hand, so the card has to be on your hand.

Rules citation: 702.28a. Cycling is an activated ability that functions only while the card with cycling is in a players hand. Cycling [cost] means [Cost], Discard this card: Draw a card.
