Discard phase?

So, me and my friend were arguing, he said there was a discard phase, and I said that it happened during your end step. Who's right?
Discarding to your maximum hand size happens in the cleanup step. There is no "discard phase" and it doesn't happen in the end step.
514.1. First, if the active player's hand contains more cards than his or her maximum hand size (normally seven), he or she discards enough cards to reduce his or her hand size to that number. This turn-based action doesnt use the stack.

So when does it happen? Whenever you have too many cards?

The first part of the cleanup step always checks if the player whose turn it is has more than his or her maximum hand size. If so, then he or she must discard down to the maximum hand size.
If that player's hand does not exceed the maximum hand size, nothing happens (kind of like when Magikarp uses Splash).

Unless, GriffinRider, you were asking when the cleanup step occurs. It occurs after the end step.

Simple addition to what Jimhawk said, there is some situation where there could be more than one cleanup step. Just so you are aware that once the cleanup step has happened once, nothing prevent it from happening a second or third time depending on some state based action or triggered ability that were waiting to be put on the stack.

you discard down to seven cards during the cleanup phase, which is part of the end step. There is no actual discard phase.
