How big should a deck be 40 cards, 60, or something else?

You play by the minimum number of cards in the format, stated above. However, EDH aside, there is no limit to how big your deck can be, as long as you have no difficulty shuffling it. Limited decks can be 41 cards. Normal decks can go beyond 200, if you want to play with Battle of Wits .

Just to clarify on the previous answers, because I don't think it was 100% clear:
-Limited decks have a MINIMUM of 40-Constructed decks have a MINIMUM of 60-Commander/EDH decks must have EXACTLY 100 cards (including the commander).
The only other restriction is that you need to be able to shuffle your deck. Strategically speaking, unless you're attempting to win with Battle of Wits , you really want to have exactly the minimum amount of cards to maximize the odds of drawing the cards you want, but if you want to put in more, no rules are stopping you.

It depends on the format.
Also, nothing's stopping you from making up your own casual format where you can play by whatever house rules that you want. For instance, some people play pack wars, where they each open a pack, shuffle in 3 of each basic land, and play with that pack.(ends up being 30 cards)
