Curse of Exhaustion in two headed giant question

Often in a game of two headed giant, my teammate and i find ourselves locked down by a Curse of Exhaustion , making it so amongst the two of us, we can only cast a total of 1 spell each turn. Is this the way this enchantment should work, or should the enchant only be applied to one of us?

A team in 2HG consists of 2 players, and Curse of Exhaustion can only be attached to one of them. It will only lock down one member of the team.
