Commander Mulligan

The Paris mulligan, as I think I know it, the first time.... You go down to six, yes?
From the play rules from the EDH webpage:
Partial Paris Mulligan rule
Because Commander games are long and usually not played in multigame matches, the format uses a modified mulligan rule designed to alleviate mana-light hands without significantly increasing the odds of finding individual cards. This is also known as the "Brittany" mulligan rule.
In turn order, players may exile (face down) some or all of the cards in their hand.
Each player then draws one less card from their deck than the number they exiled.
Players who exiled at least one card may return to step 1 and repeat the process, drawing one less card each time.
Players shuffle all exiled cards into their deck.

Note that many playgroups have instituted a "first mull free" rule that allows you to draw as many cards as you exiled, then imposes a one card penalty per subsequent mulls.

The way I usually play with my friends is
1/ Exile your hand
2/ Draw one less card than you had
3/ Repeat until happy
4/ Shuffle all the exiled cards in
Which is basically the "proper" one only meaner because I can't keep the 1 or 2 really good cards in the opener.

However, the Paris Mulligan is what you use in tournaments, and you do go down to 6.

@Matsi883: That also depends. Every event in which I've participated has allowed Partial Paris, first mull free.
Side event pods almost always leave the decision up to the players.
