Casting Dragonmaster Outcast in upkeep, do I get a token?

Let's say I have six lands, and I get Dragonmaster Outcast in play in the beginning of my upkeep, could I get a token immediately?
I would use Proclamation of Rebirth's forecast ability to get it back.
And if I would get a token in that same upkeep, can my opponent still respond and kill my dragonmaster outcast as it comes into play to prevent that? Or could I, in response to his instant, use my dragonmaster's triggered ability?

Note that you don't choose to "use a triggered ability." Triggered abilities trigger when their trigger conditions are met, and they are put onto the stack the next time a player would receive priority.

No. Things that trigger at the beginning of the upkeep trigger when it starts. Anything that occurs after that point is too late to trigger on that same upkeep. Dragonmaster will not trigger if you bring it into play during your upkeep.
He can kill the outcast in response to its triggered ability, when it does actually trigger, but will not stop the ability. Once on the stack, an ability exists independent of its source.
