Can you use Triton Tactics on an untapped creature?

If during combat I want to proc heroic on my creatures could a cast a Triton Tactics even though my creatures are untapped?

Yes. The criteria is "Target creature", not "Target untapped creature". The untap part of the effect just won't do anything.

"Proc" is not a Magic term. Abilities trigger. "Proc" means "Programmed random occurrence."
