Can you Cast an Instant Before Drawing a Card?

Can you cast an instant prior to your upkeep but after someone else's turn? Or, can you cast an instant prior to drawing a card?

The first time a player receives priority on his or her own turn is the upkeep step. There is no way to cast an instant on your turn before the upkeep.

The first thing that happens in the draw step is the active player draws a card. If the AP wants to cast an instant before he or she draws, he or she needs to cast that instant during his or her upkeep.

To elaborate just slightly on Epoch's answer, the opening steps of the turn are untap step - upkeep step - draw step, then it goes into the main phase. So you untap your lands, then as he said, you get priority with the upkeep step, so you have an opportunity to cast something (as does the opponent).
