Player 1 - has 1 Creature

Player 2 - Attacks with Creature

Player 1 - Chooses Not to Block

Player 2 - Kessig Wolf Runs Or Gavony That Creatures

yes he can.

After attackers and blockers are declared there can be responded with spells like instants and tap eff like those lands u named.

Yes.

In declare blocker step, you first choose to put blockers or not. This decision is final. After your choices, the active player receives priority and can cast spells or activate abilities. After you passes priority over an empty stack, the game goes to the next step, combat damage.

Each player will get priority during the declare blockers step after you declare blockers, starting with the active player. Once they get priority, they can do anything that could be done at instant speed, and then they pass to you. You can respond to anything that player does, then you pass priority back until you both pass over an empty stack. Then the game moves on.

Another thing to note however, the act of declaring an attacker taps it so tapping it after the attack is declared does absolutely nothing except burn your mana/spells.

I see people many times trying to tumble magnet an attacker during the declare blockers step after a wolf run pump and not realizing that they still eat the damage.
