Can I choose which cards to exile with Delve?

Pretty self explanatory, I know you should keep your graveyard and exile zones in order mostly, but can I choose the cards I don't need from my graveyard, or do I need to exile the top of my graveyard?

Delve doesn't say anything about exiling cards from the top of the graveyard, so you don't have to do it that way. You choose whatever cards you want to exile.
In sanctioned tournament games, graveyard order only matters in the Vintage and Legacy formats (and certain old block-constructed formats). In casual games, graveyard order only matters if someone is playing with one or more cards that care about graveyard order. Exile order never matters.

Yes, you may choose the cards you exile with delve. Unless something is preventing you from interacting with your graveyard, it's up to you.
702.65a Delve is a static ability that functions while the spell with delve is on the stack. "Delve" means "For each generic mana in this spells total cost, you may exile a card from your graveyard rather than pay that mana." The delve ability isnt an additional or alternative cost and applies only after the total cost of the spell with delve is determined.
The part that says "You may exile a card from your graveyard" doesn't specify that the cards exiled must be random, chosen by an opponent, or any other way of determining targets so you may chose them yourself.
