Can enchantment creatures he targeted by enchantment removal?

If Thassa's Emissary is on the field without being attached to anything, can a player cast Erase on it successfully?

Yes it is always an enchantment while in play, so it is a legal target and will exile it if erase resolves.

Note, that it is not a creature while it is attached to another creature.
