Bolster?

If you have a card with bolster, whose effect affects your opponent, are they the one that is given the bolster boost?
I gotcha, thanks. I was also wondering if the card with bolster is tied for the lowest toughness, can it be chosen as a potential candidate for the effect? I really like this effect and I just want to know it in and out before I start getting really serious in using it.

So the spells that says:
Target player sacs an enchantment.
Bolster 1.
Your opponent would sac an enchantment, you would put a +1/+1 counter on a creature with the least toughness or tied for the least.

To bolster, first find the creature you control with the least toughness. If there's a tie, choose one of those creatures. Then, put a number of +1/+1 counters on it equal to the bolster number. Bolster doesn't target any creature, and you don't determine which creature is getting the counters until you're taking the bolster action.

Booster doesnt target, and only effects your creatures.
