Bend or Break, can I put all my lands into one pile, and no lands in the other?

My commander group goes by the points system. Removing all of someones lands is a penalty of -2 points. In this case, if I cast Bend or Break , can someone put all their lands into one pile, and 0 lands in the other?

You can indeed create a pile of 0 lands and a pile of all your lands. As GreatSword said, though, the player who controls Bend or Break is the player who destroys the lands.
700.3d A pile can contain zero or more objects.
@GreatSword: Points are a way of customizing EDH games. Instead of the traditional victory rules, players earn or lose points for performing certain game actions (e.g. destroying lands, going infinite, etc.), and the points determine placement.

Given the situation you're describing with the point system, I feel like Bend or Break is a completely useless card.
You're going to probably split your lands all/none so someone has to either leave you alone, or take the -2 points, and there's an above average chance someone will take the -2 for spite just to set you back for playing mass LD in EDH.
They can all pick whichever opponent they want to make the selection, so they all also separate all/none, and pick someone at the table who will destroy the "none" pile.
So you spend 4 mana to, at best, tap all lands in play including your own, and at worst, tap all their lands while all of yours are destroyed.

I don't know what this "point system" is or what the rules are for it exactly, but the choice you're describing (1 pile with everything, the other nothing) is a valid choice to make. Technically it'll be the controller of Bend or Break destroying the lands.
