Azorius Charm...

When you Azorius Charm a blocker, is combat damages exchanged before its put on top of the library, or does using the charm resolve before any damage is dealt, thus rendering the once-blocked creature actually unblocked???

Yes and no....

If you use Azorius Charm before the combat damage step, the targeted creature will be put on top of its owner's library before any damage is dealt. However, if you use it to remove a blocker, after the declare blockers step (which is when you would need to do it, so it is actually a blocking creature) the creature it was blocking has already been blocked, so it won't become unblocked or deal damage as though it weren't blocked (since it was!)

Combat is actually split into a few steps.

Beginning of Combat > Declare Attackers Step > Declare Blockers Step > First Strike Damage Step > Normal Damage Step > End of Combat Step

After every phase, each of you will have priority to cast instants or use appropriate abilities. In this case, after blockers are declared, you can Azorius Charm one of the blockers before damage is assigned. The creature it was blocking is still considered blocked and won't do damage to you (or your creature that you just charmed).

That is correct unless the attacking creature has trample, then all damage will go through since there's no creature blocking it.

Yes, I forgot about trample. As far as I'm aware, that's the only mechanic that would let damage go through.
