What does that mean?

This is more of a deck-building question, not really a technical rules question....

CMC is an abbreviation of "Converted Mana Cost". It's basically how much does the average spell cost in a deck. This is also synonymous with "Curve".

Note that when calculating CMC, X=0, so card:Devil's Play has a CMC of 1

Is there some kind of magic formula that points to an optimal CMC?

All these rules and theories are new to me and I want to be the best player I can be!

Yeah, whats printed on the card is the optimal CMC, but if you meant Mana Curve, then no.
