Are you allowed to look/count the number of cards in an opponent's library/graveyard during play?

Say I have a mill deck, and I need to know how many more cards I need to get rid of in my opponent's library. Am I allowed to count them? Does he/she have to tell me? What about graveyards? Also, am I allowed to search/count my own graveyard or count the number of cards in my library midgame? Some cards effects are dependant on these numbers, so clearly you can count then, but what about other times?

401.3. Any player may count the number of cards remaining in any players library at any time

404.2. Each graveyard is kept in a single face-up pile. A player can examine the cards in any graveyard at any time but normally cant change their order. Additional rules applying to DCI-sanctioned tournaments may allow a player to change the order of cards in his or her graveyard.

The library is a hidden zone, but players may count the number of cards present in any library without looking at or changing the order of those cards.

Players are entitled to know how many cards are in any graveyard and which cards those are.
