Are untransformed werewolves considered werewolves?

Are untransformed werewolves considered werewolves? For exemple would Gatstaf Shepherd  Flip get the buff from card:Full Moon's Rise as a werewolf creature?

Yes, because the creature type is both Human and Werewolf. Though the reverse isn't true, when it flips it's only a werewolf, so anything that buffs humans doesn't buff it when it's flipped.

As long as a named creature type appears on a creature's type bar, it will be affected by anything that affects that type.

Gatstaf Shepherd  Flip (as you can see from its type bar) counts as both a Human and a Werewolf.
