are th abilities of the primordial dragons triggered or activated abilities?

are the abliltites of the dragons like Crosis, the Purger or Intet, the Dreamer activated or triggered as they seem to have qualities of both being triggered by dealing combat damage and activated by paying a cost to actually use the effect

602.1. Activated abilities have a cost and an effect. They are written as "[Cost]: [Effect.] [Activation instructions (if any).]"
602.1a The activation cost is everything before the colon (:). An ability's activation cost must be paid by the player who is activating it.Example: The activation cost of an ability that reads "2, T: You gain 1 life" is two mana of any type plus tapping the permanent that has the ability.
603.1. Triggered abilities have a trigger condition and an effect. They are written as "[Trigger condition], [effect]," and begin with the word "when," "whenever," or "at." They can also be expressed as "[When/Whenever/At] [trigger event], [effect]."

Well flying is a static ability :D
The other one on each dragon is a triggered ability [denoted by When, Whenver, or At] that triggers when the creature deals combat damage to a player. When the ability resolves, you are given the choice to pay a cost for an effect, or to pay nothing and get no effect.
If they were Activated abilities they would be in the form ofCost : Effect
