Are promo cards standard?

The ones with the shooting star symbol.

I'm going to guess no. I think wizards has stopped printing those for a while now. Unless they are in Khans block, magic origins, M15, or theros they are not standard.

Can you show which cards you are asking about? Being a promo has nothing to do with being in standard. If it is in one of the sets listed above, then it is in standard.

If the card has been printed or reprinted in a standard legal set, which until October 2 includes Theros, Born of the Gods, Journey into Nyx, Magic 2015 core set, Khans of Tarkir, Fate Reforged, Dragons of Tarkir, and Magic Origins, then the card is standard playable. Once Battle for Zendikar is released, Theros, Born of the Gods, Journey into Nyx, and M15 will no longer be legal for standard play.
