Ajani, Mentor of Heroes First +1 States it can declare up to three targets to put the +1/+1 counters on. Do You have to choose three targets or can you choose, 1 target to receive 3 counters, and so on? This was brought up during play testing yesterday and I would really appreciate an answer.

The ability says that you distribute the counters between up to 3 creatures. You can choose to target 0, 1, 2 or 3 creatures with the ability, and you can place the 3 counters in any arrangement on those creatures. You can 3 on one creature, 2 on one and 1 on another, or 1 on each of three creatures.

4/26/2014 You announce how many counters will be placed on each target creature as you activate Ajanis first ability. Each target must receive at least one counter.
Based on that ruling from gather and wording on the ability, you can choose 1 target to receive 3 counters.
