Is the Account Upgrade really just a one-time payment?

Title says it all. I have been making custom cards for my D&D group based on their characters. I've already uploaded a few, but since I haven't paid anything, they don't show in playtest.

Is the Account Upgrade really a one-time payment to allow my to use all my custom cards? &5 is well worth it to me for how much fun I'm having making these cards, but I just don't want to bother if I'm reading the Upgrade features wrong.
