Gifting last feature token

Why exactly can't you gift the last feature token you have? It says that it prevents fraud, but how? It kind of irritates me when I have 2 feature tokens that I want to gift, but I have to spend $5 to buy 5 more in order to do so.

Thinking about it I can probably lift the restriction for upgrades
