I've seen a deck popping up called Pikula. What is it?

I see Pikula pop up every once in a while on MTGtop8. What is the purpose of the deck?

Matsi883 is on the money. Named after Chris Pikula since he's the guy who really popularized the concept (I think it was in 2009), It's basically B/W Deadguy Ale.

it is just a black white deck that plays the best cards in its colors.
