How much land should be in a tiny leaders deck?

The rule of thumb my friends had for commander is that 40% of your deck should be lands. I don't always follow that, in decks that have some acceleration I'll put 38 rather than 40.

Would the 40% rule be applicable to tiny leaders? 20 lands to a deck. It almost feels a little high to me, my standard 60 card decks have between 22-24 lands depending on the CMC of my cards. Since the CMC of tiny leaders is so low could I get away with 16-18 lands per deck?

I see heavy aggro decks like elves do 16 lands,

I prefer to use 20 but then I usually have a lot of three-drops and want to eventually be doing two drops a turn, replaying commander.

I see 18ish being a good number people are playing, going up to 21 for heavy control decks.

I run 17 to 20 depending on what kind of deck it is. Mono-green, 17 easily. Something like control or Ragnar, the Mighty (Tiny) Leader where I have to consistently hit land drops to stay competitive, I run 20. It just depends on the type of deck, really.

Ive got a Jeskai deck with average CMC of 2.37, can I get away with running less than 20 lands? The thing is quite a few of my instants and sorceries have a overload or strive cost.

I would go 20 of you're going to be using overload and strive. Especially if it's a controlling deck

Most of the decks I've made for Tiny Leaders usually run 16 to a max of 18. 20 lands seems like a lot.
