Differences between European / English / US cards?

I'm calling utter bulls*** on this, but I wanted to check to see if anyone had any more information (google isn't giving me anything).
Someone on a trading forum just said, "I'm not interested in European cards, only those opened in England".
And I just thought, "ok, you sound like a racist asshole".
He later qualified his statement by saying, "It's because European cards have a different foiling process to English cards".
Anyone heard ANYTHING about separate printing or foiling techniques for cards in various countries?
No way nationaility determines the foiling process. There would be outrage by all the countries who didn't get the best one (while the one that would have the "best process" would rake in the dough). So either this guy is racist, stupid, or just an ass, is to be determined...

I don't know about foiling, per se, but there is a difference in printing. WotC utilizes several printing centers located across the world as hubs of distribution. IIRC, there's one in Belgium that services the European and Asian countries with German, Russian (Cyrillic), Korean, etc. I believe they may have switched printing and distribution of Asian-printed cards to the U.S. center a while back, but I don't know exactly.
It's been generally established that due to differences in the printing centers, the U.S. cards differ from the Belgium printed ones in luster of finish, contrast of colors, and method of packaging.
Take all of this with a grain of salt, though, as I go out of my way to avoid non-English printed cards and therefore am not an expert by any means. Just wanted to point out that there are (most likely subtle) differences in the printed cards depending on their facility of origin.

Do you know if the european hub produces english language cards though? Because this guy was comparing english cards printed in europe to english cards printed in england / US.
I mean it certainly is POSSIBLE that there are differences, which is why I posted.

At this point I'd conclude there's a grain of truth in the user's claim/request, but it's exaggerated or mostly misinformation.

I have heard absolutely nothing about separate foiling techniques for countries. So I think it's simply a hoax.
