I have heard that Dragon Shield is by far the best sleeve brand and I am interested in buying some, but I don't like the artless sleeves. Would I be able to put Ultra Pro sleeves over Dragon Shield sleeves using the double sleeving method?
I have to say, I HIGHLY recommend against using art sleeves. The quality of the sleeves is lower and when the art starts to come off, which usually doesn't take long, you have to completely replace the sleeves as those with peeling art are considered "Marked" sleeves.

If you use dragon shields, then use the Ultra Pro inner sleeves. Some people say that Ultra Pro inner sleeves are horrible, but they recently stepped up their game and are now comparable to KMC inner sleeves. The Ultra Pro inner sleeves fit snugly in Dragon Shield sleeves
iAzire art sleeves are bad unless they're Ultra Pro, which are very mediocre but usable, or Legion Sleeves. The Legion Art sleeves are actually matte and I think they're the best ones. They're super cheap, so you will never need to get Ultra Pro because they're better and cheaper. The Legion Sleeves are actually just as durable as Dragon Shields but they can't double-sleeve or they're just very hard.

I'm not sure you understand what double sleeving is.
Most card sleeves leave a few millimeters of space around the card. They aren't perfectly formed to the dimensions of the card, so there's room for the card to move slightly within the sleeve. This makes the sleeving and desleeving processes easier at the cost of some security.
When you double sleeve, you sleeve your cards first in clear sleeves that are perfectly fitted to the cards (hence the term "perfect fits") and then in regular sleeves such as KMCs or Dragon Shields. You won't be fitting an Ultra-Pro or KMC sleeve over a Dragon Shield.
