Looking for tips on my Sissay Shrine deck

The deck in question Pretty Shrines! I think I want to fix the mana base first(?). I think I have an understanding of how it should work. For example if I have more than then my land base should lean towards Blue? I'm not very good building Commander decks. Pauper and Modern are more my building style.
