Esper Slave Mechanic needs help

Hello Everybody
I am currently working on a custom set of cards and have almost all of the mechanics worked out. However I am having trouble refining a mechanic that would be based primarily in blue while also being splashed in black and white as a part of the planes theme of an organization suppressing the freedoms of the plane's inhabitants while claiming to be doing it for the sake of order.The mechanic I have is called subdue:
Subdue X ( When this creature enters the battlefield put X submission counters on target non-land permanent. That permanent cannot attack, block, or activate abilities so long as it has a submission counter on it. At the beginning of each player's end step, that player removes one submission counter from every permanent they control.)
It feels a lot like detain, which I'm ok with, except the rules wording seems waaaaaay too long and detain itself wouldn't quite fit the flavor of what I'm trying to do.Any help in refining this mechanic or developing a new one would be appreciated.

Here's a thought, might be too wordy or not what you're looking for though.
Subdue (You may pair this permanent with another unpaired nonland permanent when this permanent enters the battlefield. As long as this permanent remains on the battlefield, neither permanent can attack or block, and their activated abilities cannot be activated).
I've combined Soulbond with Detain. I went with the idea that when your subduing something, you probably have to put all of your effort into doing so. With that wording, there's no easy way to unpair them though.

Well, I wouldn't call the reminder long until it's longer than Banding's oracle text. I personally think that the mechanic as it is is perfectly fine.

Permanents with submission counters on them can't attack, block, or activate abilities and gain "At the beginning of your end step, (you may?) remove one submission counter from this permanent".
Not sure if this is much better but sometimes rewording things a few (hundred) times can be helpful.
