Tapping the scepter to copy reversal is still casting the copy. This will raise your storm count. So just do it for x amount, cast reservoir, then tap the scepter one more time. This gives you x+2 life (for casting reservoir and reversal each once after x). Works with tendrils as well, storm count=x.
