I've rarely cast or cycled Decree of Pain. Most of the time when I need a sweeper it's been early game and Decree is just too expensive to cast. The ability to cycle is nice, but it's still 5 mana and -2/-2 has hardly been relevant in my play group.
After many games, I'm noticing that graveyards aren't always full of creatures, so Rise of the Dark Realms came out a week ago. I still want some type of effect like that though and Grave Betrayal fits right in. Most of the time I'm keeping the board clear with Grave Pact effects and Grave Betrayal works much better than Rise of the Dark Realms for this type of effect. It isn't easily answered with a sweeper like Rise is.
