Put X loyalty counters on target planeswalker you control. At the beginning of the next end step, remove that many loyalty counters from each planeswalker with loyalty counters put on it this way.

Emblem popping seems like something most of my playgroup dislikes so I went with this.
Make a card that would make players ask "Why is this card X card type and not Y card type" (Similar to how Mystic Denial was printed as a sorcery despite being a counterspell, it's since been oracled though)

But you forgot the few things blue adds to EDH which makes it feared a little more than green:
Control- specifically sorcery speed counterspells are fun but counters and control is fun. Mystic Denial, Extinguish, Preemptive Strike specifically.
Draw power-blue has almost a monopoly on draw power and deck management. Just saying. It offers a lot more than green for this department.
Phasing- Yeah. this old mechanic. People hate it. Judges hate it. What can be funnier than banding to a man land, than phasing out the banded man land.
Lastly, going wide with creatures is often worse in commander since board wipes hurt a lot more. Blue lets you recover a lot more easily but the surprise is less when your commander has that mechanic written on it.
Just my $0.02 though.
