If I may offer some feedback:
For Rona, Sheoldred's Faithful, the discard recursion won't be especially useful without either much more draw power or a graveyard subtheme. Monstrous War-Leech would also benefit from a greater graveyard theme. I would save those cards for a different deck.
In general, you have a lot of cards that want you cast a lot of instants and sorceries (Rona, Raff, Weatherlight Stalwart, Vohar, Vodalian Desecrator), but only nine instants and sorceries.
Building off of what PassedPawn said, there's a little bit of graveyard filling and recursion, a little bit of spellslinging with instants and sorceries, and a little bit of life drain. There's potential for at least two, maybe three separate decks here, each with a different focus. If you want to go with life drain, go all in on it. The Sheoldred, the Apocalypses are an excellent build-around card. Cards like Cliffhaven Vampire, Indulging Patrician, and Queza, Augur of Agonies, supported by forced draw effects like Blood Pact, Folio of Fancies, and Reckless Scholar would help develop Sheoldred into a powerhouse.

Well my first question would be : Your list isn't currently standard legal, is that because you want it that way or that you didn't notice? If your answer is the latter, you can probably start by removing the cards that aren't standard legal such as :
- Forgotten Ancient
- Orochi Leafcaller
- Reckless Scholar
- Thrummingbird
- Whisperer of the Wilds
- Death's Presence
- Forced Adaptation
As for adds, I think Sharktocrab is huge in this deck, especially with your familiar that allows you to recreate the effect! You not only prevent him from blocking, but you'll also prevent him from attacking on his next turn so you can just go to town!
Any other suggestions I may have highly depend on what format you wish to go into!

Reckless Scholar is one of my favorite ways to get damage from my enchantments when my opponent is top decking.

The only issue I have with Contingency Plan is that it isn't a creature. Reducing my creature count limits my ability to use emerge and increases the likelihood of the Duskwatch Recruiter Flip or Foul Emissary abilities failing to draw. In most cases Reckless Scholar will only stay on the field for one or two turns before being sac'd for emerge.
Pulling out Emrakul is more of a desperation move than the goal of the deck, so I don't need to be dumping cards en masse into the graveyard.

Moby_Copperfield Thanks for the suggestions, Reckless Scholar definitely deserves a spot, he's a bit more expensive to play, but after testing Seeker of Insight, it didn't really function like I wanted to, triggering only once in a while. Haunted Dead and Stitchwing Skaab are neat, what to remove though? I think Shadowstorm Vizier can be removed since the buff she gets is minimal at best, would be a shame though that card inspired me to build this deck in the first place.

Have thought of using Reckless Scholar instead of Seeker of Insight?
I'm attempting to build a deck around discard as well.
I'm considering creatures from the previous sets such as Haunted Dead and Stitchwing Skaab that benefit from being discarded as well as provide a discard outlet.

i think that dropping a Reckless Scholar would be a horrible mistake, since it's one of the only cards that give you cycling, which is the most important aspect of the deck.
