There is a rules Q&A on the site, it has some added functionality like the ability to choose an answer and is frequented by some highly knowledgeable users so your question will get answered and the answers will be double checked by the other knowledgeable users. I'm sure one of the mods will move the thread soon.

You seem to have a couple of misconceptions here, so I'm going to try and address all of them in a way that makes it easy to understand what is going on.

Once targets are chosen for a spell or ability the targets will not change (unless another spell or ability instructs someone to change the targets). If, when a spell or ability resolves, none of the declared targets are legal (this could be because they no longer exist) the spell will simply fizzle.

Spells and abilities resolve one at a time in "First In, Last Out" (FILO) order and there is a round of priority when new spells or abilities can be added to the stack between each object resolving.

Once a spell or ability starts to resolve it resolves completely before anything else can resolve.

If a card changes game zones and then returns to a previous zone, it is a new game object with no relation to its previous existence.

Using card names to make this easier to track what would happen in the scenario you are asking about:

An opponent casts Murder targeting your Gutter Skulk.

You cast Undying Malice targeting Gutter Skulk.

Undying Malice resolves. (FILO order)

You sacrifice Gutter Skulk to Ashnod's Altar to make mana.

Delayed trigger created by Undying Malice goes on the stack.

Delayed trigger resolves returning Gutter Skulk to the battlefield. (FILO order)

Murder attempts to resolve and fizzles because none of its declared targets are legal. (Spells can't retarget without an effect changing the targets; Gutter Skulk on board has no relation to the gutter skulk that was targeted)

Your landbase is pretty solid, but the ramp could do with an increase. Things like Wayfarer's Bauble and Expedition Map will speed things up along with Thran Dynamo and Gilded Lotus which excels in mono-colored decks. Plague Wind is just Damnation but costs an extra 5 mana. Patron of the Nezumi is also way too slow for any commander deck. The rat sac'd to lower the cmc just isn't worth it. Plague of Vermin will almost certainly be your downfall against any kind of lifegain deck at the table. Ink-Eyes, Servant of Oni only works in a couple of situations and could be replaced with a 2 cmc card like Burglar Rat , Gutter Skulk or Pack Rat that last one is personally my favourite of the bunch. Anyways I think the biggest problem with the deck is the high cmc cards with not enough benefit.

I would definitely cut Gutter Skulk for a set of Rotting Rats. Including Chittering Rats and going all in on the hand disruption plan seens like a good idea.

Thornbite Staff seem really out of place and Diabolic Tutor has no payoff on this kind of deck, i would cut both sets and include some combination of Ink-Eyes, Servant of Oni, Ogre Slumlord and some kind of removal spell like Doom Blade or Dismember.

I recommend that before doing any changes to the deck you really figure out what your gameplan is, right now the deck is divided between a discard suite and a Pack Rat/Tokens strategy, they're both effective and the rats that force the opponent to discard are good on both deck types but you need to focus on one of them.

Hi there, I have a simple Question.

Due to the fact that I can only use Hell's Caretaker ability on my upkeep, I was wondering how it works with triggert abilities on my upkeep. Cause they trigger at the beginning of my upkeep and I have to declare a target for Palace Siege (on Khans mode)... right?

I have Hell's Caretaker, Palace Siege, a Cabal Evangel in my Graveyard and a Gutter Skulk on the Battlefield.

Can I use Hell's Caretaker so that I sac Gutter Skulk to return Cabal Evangel to the battlefield and then return Gutter Skulk from my yard to my hand?

Concise list of considerations:

-/+ Dump Mind Twist and add Torment of Hailfire HOLY CRAP, do I love this card. It gets around so many things plus it hits every opponent.

Let's talk about your mana base for a second...

Thirty two lands? Even for a very cavalier spell slinger deck, that is a very low amount to play. I play a Shu Yun, the Silent Tempest deck on 36 and struggle some times to reach a critical mass of mana/spells. Don't fall into the trap of "I'll cut a land for this cheap spell; it'll be fine." Again, math and probability will not be on your side in the late game, not unless you're willing to invest in Nykthos, Shrine to Nyx or Cabal Coffers. An alternative might be to run Crypt of Agadeem but it's really no substitute for those lands.

Lastly, jam a Bojuka Bog or a Scavenger Grounds or both in there for graveyard hate, along with your choice of Strip Mine, Ghost Quarter, and/or Field of Ruin because if you can't have your Crypt or Coffers, why should they?
